Abstract

Despite the coral reefs in Colombia are important resources that have shown signs of considerable degradation during the last three decades, reef monitoring began only in 1993 when the Institute of Marine and Coastal Research (INVEMAR) joined the CARICOMP program and implemented a permanent survey site in the Caribbean. Based on this experience and with the purpose of developing an expanded nation-wide reef monitoring program, INVEMAR has been promoting the organization of SIMAC (Sistema Nacional de Monitoreo de Arrecifes Coralinos en Colombia) since 1998, with the support of COLCIENCIAS (Colombian science fund), the Ministry of the Environment (including MPAs and other resource management units like CORALINA), other Colombian organizations (universities, NGOs), the GCRMN and UNEP-CAR/RCU. One fundamental task since the creation of the national monitoring program was to gather and provide information relevant for the management of reef resources. Therefore, in order to design an appropriate structure for SIMAC, the first workshop (variables and methods) was held in October 1998 with the participation of 28 professionals, with 10 (36%) involved in reef management. A second workshop (strategies and compromises) was held in November 1999 and had also a high participation (44%) of resource managers. Nevertheless, the great majority of managers present at both workshops were biologists and there was an almost no representation of the socio-economic sciences. As a result, the proposed Level 1 protocol for SIMAC consists only on selected meteorological (air temperature, precipitation), water quality (temperature, salinity, transparency, suspended solids, chlorophyll, sedimentation) and biological measurements (cover of coral species and other benthic groups, gorgonian density, coral disease incidence, fish diversity, abundance of important fishes, density of important mobile invertebrates). Since then, permanent monitoring stations have been progressively established and evaluated in six Caribbean and two Pacific reef areas. About 52% of the 58 monitoring stations already implemented are located within MPAs, so that most of the data being provided by SIMAC can be used for the management of protected reefs. Several strategies have been put into practice for effective data dissemination to the management authorities and the general public: (1) a report with data analysis and recommendations is published and widely distributed in Colombia each year; (2) reef management authorities collaborating with the monitoring program have direct access to the SIMAC database through internet; (3) a SIMAC web page has been developed that will publish all the main products and documents of the program; and (4) integration with the GCRMN and into the global reef status report. In order to assess if the information being gathered by SIMAC is pertinent, sufficient and useful for the management of coral reefs in Colombia, several reef managers were asked recently through a questionnaire and short workshop. The preliminary information is analyzed and presented here as well.
