Abstract

This case study provides an update on the results and lessons learned from improving management of an “urban, no-take” marine protected area (MPA) – the Gilutongan Marine Sanctuary, located within the Municipality of Cordova, Province of Cebu, central Philippines. The coral reefs fringing Gilutongan, and nearby islands of Olango and Mactan, may be considered as relatively unique on a global scale due to their close proximity to a major urban area and present significant economic potential if properly managed. Based on the experience and results gained to date, recommendations are presented for further improving the ecological and economic benefits of this innovative MPA management model.
Building on co-management approaches and participatory Reef Check monitoring methods, initial studies (Ross et al 2001; White et al 2000) highlighted the excellent opportunity for concurrent environmental and economic benefits of managed use of an urban MPA by introducing user fees and revenue sharing arrangements. The results of this case study support these initial findings, document the results to date and provide further guidance on improving management and community benefits of more complex, urban MPA situations
Introduction: The first so-called municipal marine protected area (MPA) was officially established in the Philippines in 1974, at Sumilon Island (Oslob municipality, Cebu Province). Since then, the establishment of such MPAs has been widely promoted to improve management of coastal resources within the country. In general, most of these MPAs are located in relatively remote areas and numerous reports and studies have served to document the experience gained in planning and managing these types of MPAs.
In contrast, the Gilutongan Marine Sanctuary (Municipality of Cordova, Cebu) is located near (about 5 km offshore) of a major urban and tourist resort center (Metropolitan Cebu / Mactan Island; Figure 1). This increasingly urban area has an estimated population of over 2 million within a 20 kilometer radius. Coastal tourism and recreational diving are an important part of the area’s economy and a major source of local livelihood, with some 250,000 tourist arrivals per year in the general area.
The 15 ha Gilutongan Marine Sanctuary was originally declared as a “fish sanctuary” in 1991 and was a popular site for recreational scuba diving. Due to lack of legal status, support and enforcement, the site unfortunately was also popular for fishing, spearfishing and various forms of destructive fishing practices. In the absence of management measures, such as mooring buoys for visiting boats, the area was often described as a “marine parking area” and boat anchor damage was a major source of reef damage. Baseline “Reef Check” surveys conducted in 1998 indicated nearly similar coral and fish conditions within as well as outside the “sanctuary”.
Nearly all visitors to the Gilutongan fish sanctuary originated from Lapu Lapu City areas of Mactan Island, where they hired boats and related diving services. As a result, the community of Gilutongan, as well the Municipality of Cordova, gained no economic benefits from the fish sanctuary with the exception of limited income gained from unorganized vendor activities.
