Proceedings of the Seventh International Coral Reef Symposium, 1992
The Seventh International Coral Reef Symposium was organized by the University of Guam Marine Laboratory, under the auspices of the Committee on Coral Reefs of the International Association of Biological Oceanographers and the International Society for Reef Studies in Guam, Micronesia, from 22-27 June 1992.
Presentations were divided into 31 mini symposia and showed an increasing number of papers on management and sustainability of coral reef resources, such as: roles of marines reserves in coral reef fisheries, multispecific modelling of coral reefs as a tool for their management, community-based management of coral reefs, public awareness and education, as keys to coral reef conservation, coastal engineering practices to reduce effects of development on coral reefs, biology and economics of giant clams, natural versus anthropogenic disturbances to coral reefs).

Abstract
|
Paleoclimatic records preserved in the
skeleton of massive Porites colonies have previ-
ously been retrieved using variations in chemical
composition (Schneider & Smith 1982; Shen et.al
1987; Lea et.al 1989; Linn et.al 1990). X-ray dif-
fractometry is a method for the recognition of crys-
talline substances based upon their crystal structure
and inter-atomic distance. In pure chemical sys-
tems the patterns are perfectly reproducible. How-
ever, in impure, natural systems, small deviations
occur. Powder X-Ray Diffraction analysis was used
on Porites skeletal material removed from a near-
shore and an outer-shelf coral reef.
Results suggest a climate-correlated property ex-
ists within the banded corals. Corals from outer
reefs of the Great Barrier Reef appear to respond
sympathetically to parameters associated with the
Index of the Southern Oscillation. Corals nearer to
shore respond to parameters associated with only
one sector of the SOI, Mean Sea Level Pressure
measured at Darwin, Australia. Periods of ENS0
activity are manifested in both proxy records as a
distinct negative relationship with the relative me-
teorological data sets.

Abstract

Two crown-of-thorns starfish outbreak
episodes have occurred on the Great Bamer Reef
(GBR) during the last 30 years. On both occasions
a lack of vital information on the causes, progress
and effects of outbreaks contributed to delays in
funding that meant it was too late to instigate con-
certed research efforts to study the causes of pri-
mary outbreaks. A review of the Great Bamer Reef
Marine Park Authority's crown-of-thorns starfish
research program recognised this problem and rec-
ommended the establishment of emergency fund-
ing and a contingency plan in the event that pri-
mary outbreaks occur in the future. In the event of
another outbreak, there are likely to be increased
demands from users for widespread control efforts.
Such demands have characterised both previous
outbreaks. Expansion of control efforts beyond at-
tempting to protect sites of particular value to tour-
ism or science would be contrary to current Au-
thority policy. Continued research before the next
outbreak may provide information necessitating
review of the current policy. The Contingency Plan
thus takes into account control as well as research
options. However, it is also recognised that further
research may indicate that outbreaks are not af-
fected by human activity, in which case the Au-
thority's present policy would probably be main-
tained. In any case an effective plan of action in the
event of a future outbreak on the GBR hinges on
the early detection of outbreaks and the availability
of funds. On-going monitoring, with particular em-
phasis on the suspected source area between Cairns
and Cooktown is vital.

Abstract

Studies at Buck Island Reef National
Monument (St. Croix) and Virgin Islands National
Park (St. John) by scientists in the U.S. National
Park Service Coral Reef Assessment Program re-
vealed the effects of Humcane Hugo on individual
coral species, community parameters, and overall
reef structure. Effects of the storm varied with
depth, coral species, location relative to the storm
path, character of the pre-storm communities, and
ecological history. Live coral cover, initially less
than 30% at all sites, dropped by 40 to 73%. Cover
by the dominant species Montastrea annularis de-
clined about 35% on the St. John reefs. At Buck
Island, Acropora palmata cover, already reduced
from 85% to 5% by white band disease and storms,
fell to 0.8% after Hugo. Some areas on the south
side of Buck Island were reduced to rubble pave-
ment while other areas escaped serious damage.
Data from cores at Buck Island reveal the influence
of wave energy and storm frequency on overall reef
character. Patchiness and variation in the responses
of different species, zones, and entire reefs to the
storm suggest that assessment of long-term trends
in reef structure and composition requires analysis
of changes at permanent study sites distributed over
large areas.

Abstract

Puerto Rico's export trade in marine
aquarium organisms was characterized through a
series of informal interviews and inspection of ex-
port shipment species lists. A total of 106 species,
or species groups, of fish and invertebrates was es-
timated as exported in 1990-1991, totalling be-
tween 160,000 and 200,000 organisms for 1991.
Seventy percent of this volume was composed of
six species or species groups. Six export businesses
employ up to 100 full- and part-time personnel be-
tween them. The industry is not regulated. An ur-
gent need for monitoring and regulating this grow-
ing activity is recognized and recommendations are
developed for managing the industry. Particular
concern is expressed over methods employed in the
collection, handling and shipping of fishes and in-
vertebrates, the lack of comprehensive inspection
of export shipments, and the virtual absence of en-
forcement of existing laws and regulations.

The ASEAN-Australia Living Coastal Resources project has successfully established and run one of the world's largest regional monitoring programs on coral reefs over the last 7 years. The project has been a collaborative effort between scientists of five ASEAN countries (Indonesia, Malaysia, the Philippines, Singapore and Thailand) and scientists from Australia, principally the Australian Institute of Marine Science. The ~poiect resulted from initiatives by ASEAN senior scientists and is run by these ASEAN scientists through a management committee. Australia provides financial support and some technical assistance. The initial emphasis was on basic techniques, identifying the coral reef benthos as recognizable life form cat- egories and examining fish populations, targeting the species of preference for fishermen and tourists. The techniques have been refined through repeated use in the region, and higher level taxonomic resolution is performed in most countries. All data have been assembled in a regional database maintained in Bangkok, such that regional scale comparisons over a 7 year time span can be performed. The Living Coastal Resources project is seen as a model for conducting large scale monitoring programs involving many different countries, at relatively low cost, and with very few problems.

Advances in our understanding of the
geological history of the Indo-West Pacific Ocean
during the past 20 years have provided new insights
to build a framework to test hypotheses concerning
distribution patterns of marine taxa. New Guinea,
including Irian Jaya and Papua New Guinea, is lo-
cated on 5 lithospheric plates. The southern part of
New Guinea has been located on the northern part
of the Australian plate at least since the Australian
craton began rifting from eastern Gondwana during
the late Triassic to Middle Jurassic (230-1 60 MA).
The northern part of New Guinea comprises at least
32 separate tectono- stratigraphic terranes that col-
lided throughout the late Cenozoic. These terranes
along with the regional tectonic history of the re-
gion, have important implications for the biogeo-
graph& distribution patterns of marine taxa.
Marine distribution patterns can best be inter-
preted by incorporating the geological history of the
biogeographic areas under study. In New Guinean
tectonics and biogeography, a striking co-existence
of a tectonic zone composed of many independent
parts with a marine biosphere of high diversity is
apparent. Three hypotheses which help account for
such high diversity in a geologically complex area
are: 1) longitudinal displacement of whole faunas
passively by plate tectonic motion; 2) emergence of
land bamers during the great Miocene collision
event between Gondwanic AustraliaINew Guinea
and Laurasian SE Asia; and 3) the Plio-Pleistocene
sea level fluctuations which produced land bamers
and fragmented island archipelagos.
A correlation exists between biogeographic pat-
tern and geological history in modern reef corals.
An hypothesis of successive isolation is presented
to explain the biogeography of reef corals and il-
lustrates the potential of geological history to shed light on biotic distribution patterns in New Guinea
and elsewhere.
